Zelensky Asserts He Lacks Clear Defense Guarantee from European Partners

Ukrainian President Volodymyr Zelensky says Ukraine's partners in Europe have failed to provide concrete pledges that they will defend Ukraine in the event of a future Russian attack.

"I continue to pose this critical question to all our partners and I have not received a definitive and straightforward response yet," he told reporters on Wednesday.

These remarks follow a day after Britain and France inked a statement of purpose on deploying troops in Ukraine if a peace deal to conclude the conflict with Moscow is reached.

However, comprehensive defense assurances have yet to be solidified. The United States, which has been leading efforts to halt the offensive, was reported to have abstained from signing such a commitment at talks in Paris on Tuesday.

Details of the Paris Talks

Following the negotiations in Paris, which involved some 30 countries that comprise the group termed the 'Coalition of the Willing', UK Prime Minister Sir Keir Starmer said the UK and France would "establish military hubs across Ukraine" to prevent any future incursion, while France's President Macron subsequently indicated thousands of troops may be sent.

Partner nations suggested that the United States would assume a leading role in overseeing any ceasefire. But the central sticking point of territorial concessions that Ukraine is being asked to grant to Russia as part of the peace proposals are still being discussed.

The Russian government has not yet commented on the declaration made in the French capital.

Russian President Vladimir Putin initiated a comprehensive military assault of Ukraine in February 2022, and Moscow now occupies about one-fifth of Ukraine's land.

The President's Evolving Stance

Sir Keir described the bilateral declaration as "an essential component of our commitment to stand with Ukraine for the foreseeable future".

He added: "It paves the way for the legal framework under which allied military personnel could function on Ukrainian soil, protecting Ukrainian airspace and waters, and rebuilding Ukraine's armed forces for the years to come."

The Ukrainian leader praised that accord as a "significant leap of progress".

Twenty-four hours afterward, however, he appeared less optimistic.

"I perceive the determination, the political will, and that the allies are prepared, and the allies are willing to give us robust economic measures, strong security guarantees," he said when questioned if nations in Europe would come to Ukraine's aid.

"However, until we lack such security guarantees - formally ratified, endorsed by legislatures, supported by the United States Congress - this crucial issue cannot be answered. And should they materialize, you must ultimately depend first and foremost on your own strength."

Persistent Challenges and Fighting

The Paris talks were also notable due to the attendance of envoys from former President Trump's administration, Jared Kushner and Steve Witkoff.

Witkoff said the allies "mostly completed" their work on finalizing security arrangements.

Recently, the President indicated a settlement was "ninety percent complete".

Territorial concessions and defense pledges have been at the forefront of outstanding matters for diplomats.

The Russian leader has consistently stated that Ukraine's military must withdraw from the entirety of the Donbas region or Russia will seize it, rejecting any compromise over how to end the war.

The Ukrainian President has thus far rejected ceding any territory, but has proposed that Ukraine could redeploy its forces to an agreed point - but only if Russia reciprocated the action.

Russian forces currently controls about 75% of the Donetsk region, and some nearly all of the adjacent Luhansk region. The pair of oblasts constitute the Donbas industrial heartland.

Attacks have been escalating against Ukrainian cities - with a focus on power facilities. Moscow is also achieving slow progress in seizing additional Ukrainian land.

Ukraine has hit back at objectives inside Russia with unmanned aerial vehicles, though with varying degrees of effectiveness.
