Marshall Islands Introduces World's First UBI Scheme Featuring Cryptocurrency Payments

The Marshall Islands has rolled out a national universal basic income (UBI) initiative that offers quarterly payments via digital currency, alongside more traditional methods. Analysts describe it as the pioneering program of its type globally.

Program Details: Regular Payments and Flexible Payment Methods

Under the program, every resident citizen will receive quarterly payments of approximately $200. This effort is designed to ease financial strain on households. Initial payments were made in late November, with citizens having the choice their preferred method for the funds: via direct deposit, by cheque, or in digital form via a official blockchain wallet.

"We the government want to make sure everyone benefits," stated a senior finance official. "This amount per citizen each quarter, which is about $800 a year, is not meant to force you to leave employment … but it’s a significant boost for people."

Financing the Initiative: A Multi-Billion Dollar Trust Fund

The UBI scheme is financed by a dedicated endowment created under an agreement with the United States. This fund holds more than $1.3bn in assets, with additional commitments of $500m planned through 2027. A key objective is to compensate for historical nuclear testing conducted in the islands.

A Digital First: Blockchain Technology for Isolated Communities

The cryptocurrency delivery method uses a stablecoin pegged to the American dollar. This was designed to address the logistical challenge of distributing money across numerous remote islands. "We saw the opportunity in what the blockchain has to offer," noted the finance official.

Blockchain is commonly associated with the underpinning for digital currencies, but it also has applications for traditional assets like government bonds, which underpin this digital payment scheme.

Hurdles and Adoption: Internet and Infrastructure

Yet, specialists warn that digital payments by themselves do not ensure financial inclusion. In a country where web access is unreliable and frequently disrupted, fundamental services is a key requirement. "Boosting connectivity, improving device ownership – such factors are the essential foundation for a digital economy," one analyst said.

Initial data show the majority of citizens are opting for conventional channels. About 60% of the initial disbursements were deposited into traditional accounts, with the remainder taken as paper checks. A tiny fraction – about 12 people – have signed up for the cryptocurrency method so far.

On-the-Ground Impact: Meeting Needs

Administrators involved in the implementation have traveled to outer islands to register people. Reports indicate many recipients spent the funds right away for essentials like food and supplies. Others used the payment for community celebrations around a local holiday.

"I know people are pleased, because on the streets, it's bustling, it’s like there’s a big something happening," said a project official.

Previous Initiatives and Potential Challenges

This is not the initial attempt the Marshall Islands has explored digital currency. A 2018 plan to launch a sovereign cryptocurrency ultimately stalled after cautions from global institutions.

International observers have highlighted that while the technology is novel, it carries notable challenges, including financial, regulatory, and reputational risks, particularly if governance is lacking.

The outcome of this pioneering program is uncertain. "Universal income schemes are rare, especially nationwide, and there are no direct precedents that merge this economic model with a tech-based payout system in a remote nation," noted a university lecturer.

Nevertheless, the scheme may present advantages for spread-out countries. "In a place conventional banking infrastructure can be limited, a blockchain option may lower frictions and allow payments more accessible, especially for remote communities," she added.
